Alan K. Ota writes in the Congressional Quaterly, that legislation for Puerto Rico to have the chance to decide on whether to become a Statehood or declare Independence, is about to go to the House in the next few weeks with support from senior members of both parties.

The House measure (HR 900) would allow Puerto Rico to hold a vote during the 111th Congress on whether to end its territorial status. A later vote would be held to determine statehood or independence. (Alan K. Ota)

The article also states that Sen. Mel Martinez, R-Fl wants to push a similar measure through the Senate, even though there is resistance from some lawmakers.

If Puerto Rico did become the 51st state it would mean that the island would have two senate seats and up to six house seats.
